There is no complete official changes and features release by Samsung and AT&T at this time being. You should perform the update now and discover it by your own. Your Galaxy Note 2 should not rooted or installed with unofficial firmware, it should be now runs with official firmware like I317UCALJ2 or earlier official releases. Those who have rooted might have trouble on getting this update via OTA, but anyway, just read my solution below on how to update your device .

If you will only get an error like this: "Install interrupted" - The software update could not be installed.
Here's a tricks that might work but not totally assumed as 100% a solution, there's no harm in trying though.
Go to settings and then date and time, turn off automatic and then set the date ahead to the 30th 2013, then turn off wifi. Reboot the device, check the date again to confirm if it was already reset. Check the update again, if the update poof-out then you are lucky. If it still shows a "Software Update Interrupted" and you are already frustated, then the best way is to call or visit your nearest AT&T customer support team.
If your Galaxy Note 2 now runs as rooted or installed with any custom recoveries, the only way to get this update is to restore back your device from factory stock firmware like I317UCALJ2 or earlier released it's because the OTA server will chek your device for any modificaton before it will give you an official update.

Once restored to original factory stock I317UCALJ2, from there you have already remove root or unroot and cleared your device from any changes and then you can perform the OTA update again without any hassles of getting the firmware update installation error.

Moving the date forward did not work for me, unfortunately. It said no update was available and pushed the time for the next check to a couple days out. I'm really bummed!
